You generally need 10 or more years of continuous residence in Japan, with at least 5 years of work under an employment-based residence status. Additionally, strict compliance with tax and social insurance obligations is essential.
Key Requirements for Permanent Residency
① Residence Period Requirement
- 10 or more years of continuous residence in Japan
- Of those, at least 5 years must be with a work visa (Engineer/Humanities, etc.)
- Student visa period counts toward total residence, but not toward work requirement
② Tax Payment Compliance
- Complete payment of Residence Tax (住民税) and Income Tax (所得税)
- No late payments - even one day late can be an issue
- Generally past 5 years of records are reviewed
- Be careful: switching from special collection (給与天引き) to regular collection may cause delays
③ Social Insurance Compliance
- Pension (年金): No late payments for National Pension or Employees' Pension
- Health Insurance (健康保険): Both National Health Insurance and Company insurance count
- Strictly reviewed: recent 2 years of payment records
- Document required: "Nenkin Teiki-bin" (ねんきん定期便) or payment certificates

⑥ Current Visa Status
- Must hold the longest possible period of stay (typically 3 or 5 years)
- If you currently have a 1-year visa, you generally need to renew to a longer period first
